The project aimed at documenting the contents of the SYSPER personnel database. It was a kind of data reverse engineering processing. The result is a data dictionary and a relational database containing a thesaurus, showing relations between administrative rules and the contents of SYSPER, and describing the interfaces with other information systems. Users have validated this work.
Jean has defined the structure of this database in terms of chapters, objets, description items, cross-references, validation rules, ...
The relational database was rapidly designed using ACCESS (prototyping and incremental properties extension). Some objects were Excel spreadsheets (informal validation rules). Long descriptions were under WordPerfect.
The study might be used as the description of the existing data and procedures, to design a new information system for the personnel management.

Jean began as analyst on a starting turn-key project, and three months later he really was surprised to become project manager at the demand of the clients Unisys and OBCE/BDBH. Unisys proposed him to continue on the project at the OBCE/BDBH, and the only way was to work as subcontractor (free-lance).
