  • WORKING EXPERIENCE

Acting as confirm IT Project Manager on MAEVAEX project for Banque de France (BDF)
The project consisted in implementing a solution in order to allow the BDF to deal with almost all of the mass payment means flows
of the CDC (French State Bank) and present them on the automated clearing houses STEP2, CORE, SWIFT.
The IT system allowing to deal with those flows is based on the BDF MAEVA application, which has been adapted to the CDC
discounts jobs. BDF remains a direct actor of the exchange systems CORE and STEP2.
The CDC conserves a status of direct participant on CORE and becomes an indirect partner to the BDF for it’s exchanges on STEP2.
In the same manner, this solution has consisted in returning to the CDC the operations coming from the exchange systems.
To achieve this goal, my participation has allowed in a first step to produce the impact analysis and write down the detailed functional
specifications as well as the detailed technical reports based on the expression of requirements from the Contracting Authorities. The
different sub-projects or modules on which in which I have been involved are listed here bellow.
At the same time and in order to prepare the testing phases, I have implemented a requirement management plan as well as a new
Quality Center Workflow; in coordination with the Quality Department of the Banque de France ARPEGE.
After the validation of the detailed functional specifications, following the negotiations with the Contracting Authorities, the users
and the CDC, I have planned and managed the tasks to be done by the 14 developers affected to the project. A regular follow up on
the ongoing work was produced on a weekly basis, including the risk management on the project and presentations at the Progress
    Comity.
During this, realization as well as technical and functional assistance phase, needing strong coordination with the Contracting
Authorities (particularly regarding the evolution), I have built in Quality Center the planning and test campaigns regarding the
    different application modules.
These campaigns were then executed with the concerned teams in compliance to the requirement management plan and accordingly
to the workflow that I had defined with BDF’s Quality Department. Anomalies were managed threw the “defect” module, and
following my endorsement elements were delivered to the Contracting Authorities.
The different application modules of the project to which I have contributed are the following :
 Amont : application layer which controls the format, emitted discount structure and the consistency of the data in every
discount, particularly the consistency between exchange date and payment date (also function of the kind of operation and
the payment period). Amont also allows to modify discount dates and checks duplicates on any discount
 Alfacor : Software package managing the exchanges between the banking processing center and the exchange systems
CORE and STEP2. This software package is functional for the direct participant which is the BDF
 Acquittements (discharge) : new specific module, developed for the CDC in order to allow them to have their BDF
discount support accounting, the accounting presentation of their discounts on exchange systems as well as the outcome
accounting of their operations on this exchange system
 Avalex : new application module developed by BDF in order to take in charge and render to CDC the operations that it
receives for the CDC of the exchange systems
 Account management : the CDC being an indirect participant on STEP2, it must be charged on an account opened at the
BDF for any operation exchanged on this exchange system for any emitted or received operation. Further more, the CDC
has decided to charge on the same account it’s inner operations exchanged with the BDF
 Compatibility : in order to allow follow up of the CDC flows by the GIE, a wallet, credit write-offs and output write-offs
    have been developed for CDC
Legal ARCDC archiving : All CDC outgoing and incoming processed operations as well as the operations rejected by BDF
and the exchange systems have been archived for a legal ten years period, independently of BDF operations
 Archive data-warehouse INGRE2 : all outgoing and incoming CDC operations as well as the operations rejected by BDF
and the exchange systems have been archived in the data-warehouse for consultation by CDC for a period of five years,
    independently of BDF operations
Implementation of new SEPA operations such as SEPA transfer accounting cancellation, related operation to these ACVS
cancellations, inter-company direct debit or SDD B2B and related SDD B2B operations
Implementation of projects such as Embargo (anti money laundering struggle) , flow migrations, file transfer supervision
