BELGACOM mission
Belgacom has started 4 years ago a general restructuration of the company (BEST = Belgacom e-Strategic Transformation: 5.000 people were put in pre-pension), and on the ITG side a new Order Management System (OMS)(sold by AMDOCS) is implemented. One of the most important and strategic projects of OMS, is the conversion of more then 250.000.000 of records from the legacy to the new system. Another issue is the Data Quality of the legacy system: project CASPER (Cleaning).
• Analysis of the Legacy systems:
Conversion scope definition: The process will only convert the PILA products: PSTN, ISDN, LLU and ADSL. It represents about 120 different products families
Interview of the managers responsible of the different databases to convert: The purpose is to define how each of the 3900 products is documented in the 9 different databases as well as the Customer databases (name, address, zip, etc).
Definition of all the conversion impacted items from the different databases, so that all information’s are in the new OMS system.
Data warehouse used to define and generate statistics on the families and products to convert.
• Analysis of the new OMS database:
Exhaustive study of the OMS Database structure, Product catalogue and the Product catalogue engine.
Mapping: For each feature, structure, information of the OMS, an equivalent had to be determined in the legacy. (If not, Conversion rules had to be defined)
• Product Catalogue (PC) study: The PC is a database (part of OMS), where the structures of the products sold by Belgacom are stored. The conversion process uses these structures to convert the existing data into the new OMS data.
• Conversion strategy development
Constraints study
o Huge amount to convert: 8.000.000 phone numbers + 56.000.000 of associated products (composed each of 26 technical or financial records) + customer information’s + installations addresses
o Impossible to convert during open hours or to convert in one weekend session: Belgium was divided in 8 regions.
The Roll-out strategy defined:
• Pre-Pilot
• Pilot
• 6 regions
Each conversion of a region was defined in an 11 days timeframe. The major conversion part is done off-line during the 9 first days: from Thursday till the next Friday. The last part: Activation, delta minus and delta plus is done from Friday till Monday morning.
o The Belgacom customer’s bill may not change...
Strategy presentation to Belgacom management
Technical needs definition: tools and environments (sizing, tuning, extracts)
o ITT tests
o UAT tests
o Dress rehearsal, Pre-Pilot and Pilot
Functional and technical analysis of the conversion process
o Process definition: flows, documentation for every product family
o Statistics module: Data Input, Throughput, Output, and Rejection. Timing, tuning, performance, enhancements
o Business rules definition of the product families in the Legacy system
o Conversion rules strategy definition for the asynchrony information’s between the different legacy databases. Only one fourth was well documented in all the systems at the start of the project
o Study and rejection management (99% data quality goal)
o Pending orders (PO) Management: the PO are rejected and followed until conclusion, so that they go through the conversion process again
o Tests planning with all the legacies, billing and OMS.
Development team management (5 people)
o Task assignment
o Input development
o Mapping develop
o Rejection analysis
CASPER (cleaning of the Legacy database 6 people)
o Defects study
o Cleaning batches
